This opening song is an indication of the depressive themes to follow in the rest of the album. A much different experience than his first album, but no less musically riveting

Oh hey, I wasn't listening
Almost every stanza starts off with a greeting of either “hey” or “hello,” but these two different greetings differ in context.
“Oh hey” is more of an offhand saying that shows that the narrator was caught off guard and not paying attention/listening – possibly because he’s too used to them.

Slumber, not in my lifetime / Won't spend my days in my bed
Reminiscent of Bon Jovi’s “I’ll Sleep When I’m Dead” and also the phrase popularized by Nas in “N.Y. State of Mind”:
I never sleep, cause sleep is the cousin of death
Sleep, though necessary to function properly, can be seen as time wasting – something he’s trying to avoid in this song since he knows he’s going to die eventually.

And what of him? / What the hell, love?
This is a seeming breaking point for him after spending much of the album talking about holding things in.
Fed up with how quickly she moved on while he sits in his despair and loneliness, he yells out his frustrations, comparing the barren feeling in his heart to a desert.

In a tale of Conrad's
I believe that “The Tale” by Joseph Conrad is referenced here.
There is a war at sea and the main character, the commander, comes upon a ship that is undeterminably friend or foe. The Commander feels that the captain of that ship is lying to him about his intentions. Not knowing where the heart of the captain of that ship truly lies, the Commander sends him to his death in the form of false directions that lead to impassable waters. The Commander struggles with the thought that he condemned innocent men to their deaths.
Ben Howard writes about specific people in his life, It is possible that he is talking about somebody he was conflicted with, he regrets sending them away because he wasn’t sure who they really were at the point where he sent them out of his life. Seems to focus on unsurety and possibly regret.
